# Starshield vs Starlink

## Plain version
**Starlink** is the consumer and business service: you buy a dish, pick a plan, and SpaceX runs it. **Starshield** is SpaceX's government line, "designed for government use", built on Starlink technology ([SpaceX](https://www.spacex.com/starshield/)). In Ukraine the practical difference is **who controls the terminal's policy**: on Starshield, a US military customer does; on Starlink, SpaceX's commercial rules apply.
## What SpaceX says Starshield is
From [spacex.com/starshield](https://www.spacex.com/starshield/):
- Three focus areas: Earth observation, communications ("assured global communications to government users with Starshield user equipment") and hosted payloads.
- "Additional high-assurance cryptographic capability to host classified payloads."
- Partner satellites can join the network by carrying Starlink's laser terminal.
## Starshield as a satellite programme
Reuters reported in March 2024 that SpaceX's Starshield unit was building a network of hundreds of spy satellites for the National Reconnaissance Office under a $1.8 billion contract signed in 2021 ([Reuters](https://www.reuters.com/technology/space/musks-spacex-is-building-spy-satellite-network-us-intelligence-agency-sources-2024-03-16/)) ⚠️ (paywalled; from the summary in the Musk analysis).
## Starshield as a service for Ukraine
- **June 2023:** the Pentagon confirmed a contract with SpaceX for Starlink service in Ukraine ([CNBC](https://www.cnbc.com/2023/06/01/pentagon-awards-spacex-with-ukraine-contract-for-starlink-satellite-internet.html)).
- **Aug 2024 / Dec 2024:** Bloomberg reported a Pentagon contract, awarded in August through Space Systems Command's Commercial Satellite Communications Office, giving Starshield access to 2,500 more Starlink terminals already in Ukraine, on top of 500 covered before; the earlier deal was worth about $40 million ([Bloomberg, Dec 6, 2024](https://www.bloomberg.com/news/articles/2024-12-06/spacex-gets-us-contract-to-expand-ukraine-s-access-to-starshield)) ⚠️ (paywalled).
- **Start date disputed:** Ukrainska Pravda says Ukraine has used Starshield since 2024 ([UP, Oct 14, 2026](https://www.pravda.com.ua/eng/news/2026/10/14/8057920/)); Kutkov says mid-2023 🟡.
- **How a terminal joins** (Kutkov's best guess, he says he has no access): a military service files a request with the terminal ID; the terminal must be unbound from any account; it is then assigned to a "starshield account" with its own billing. "What Starshield gives is 'unlimited' velocity, central military management, and whitelisting it over Ukraine." It still does not work over Russia ([reply](https://x.com/olegkutkov/status/2114115354486042941)) ⚠️.
- **Who runs it:** the senators' letter to the DoD Inspector General says the services are delivered through the US Space Force ([senators' letter to the DoD IG](https://www.collins.senate.gov/imo/media/doc/letter_to_dodig_re_starlink_over_ukraine.pdf)).
## Why it mattered in October 2026
Around Oct 12–14, 2026, Starshield terminals in Ukraine lost their unlimited speed. The DoD IG letter says testing found cuts at about 63 mph. Lawmakers asked the Pentagon to restore "unlimited-speed" Starshield service, extend it over Russia, and consider Defense Production Act Title I priority ([Kelly et al., Oct 22](https://www.kelly.senate.gov/wp-content/uploads/2026/10/Starshield_Letter_to_Secretary_Hegseth_-_Version_2_-_10-22-2026_@_03-54_PM.pdf)). On Oct 18 Rubio said Ukraine was without Starshield access while its future was discussed ([Al Jazeera](https://www.aljazeera.com/news/2026/10/18/rubio-says-ukraine-without-access-to-starshield-future-under-discussion)). Service above 400 km/h was reported restored on Oct 24. Full sequence: [[Topics/Starlink/Ukraine Timeline|Ukraine Timeline]].
## Hardware
Kutkov says the Starshield terminals he has seen or heard of in Ukraine "are based on regular Starlink hardware"; some arrive configured for Starshield and others are provisioned later. A rugged Mini variant (`mini1_rugged`, Teseo V receiver) exists in firmware, but he has "not encountered evidence of this specific variant being supplied to Ukraine" ([post](https://x.com/olegkutkov/status/2113986509481144709)) ❓. Whether ordinary Minis can be enrolled in Starshield is unresolved.
