**Role:** 36th U.S. President, a Democrat (1963–69). He signed Medicare into law on Jul 30, 1965 ⚠️ (date from memory; not re-checked).
**In the post:** accused of moving Social Security money to the "General Fund". SSA says the trust fund has never been put into the general fund. What changed was the **budget presentation**: from fiscal 1969 trust-fund transactions were shown in the unified budget, until 1990 ([SSA budget treatment](https://www.ssa.gov/history/BudgetTreatment.html); [SSA Internet Myths](https://www.ssa.gov/history/InternetMyths.html)). The decision followed a budget-concepts commission appointed under Johnson ⚠️ (from memory).
